In pursuance of the interests of Russian people,
All the peoples of Russia

Proceeding from the provision of the Fundamental Laws of the Russian Empire on the defence of the Fatherland as ‘the sacred duty of every Russian subject’,

Bearing in mind the Resolution of the Government Senate of 25 October 1917 on the illegality of the October coup d’état,

The Decree of the Provisional Siberian Government on the annulment of the decrees of Soviet power of 4 July 1918,


The Programme of the Committee of Members of the Constituent Assembly of 13 August 1918,

Act on the Establishment of the All-Russian Supreme Power, adopted at the State Council of 23 September 1918,

Decree of the Ruler of the Priamur State Association No. 1 of 8 August 1922,

Succeeding the governments of Siberia, South and North of Russia, Priamursky Zemsky Kray, in defence of law and order, territorial integrity and sovereignty of Russia, rights and freedoms of its citizens,

Guided by the principle Ex injuria jus non oritur – crime cannot be a source of law,

We, representatives of Russian organisations in Europe and the world, on the eve of the ninetieth anniversary of the October coup, announce the creation of a single foreign coordinating body of the struggle for the freedom of Russia and the resumption of the activities of the Russian Council of General Baron Wrangel.

The Council has as its goal:

  • the revival of Russia, the Russian state that continues to exist de jure, but is actually occupied by the Bolsheviks and their followers,
  • to restore the rights and protect the interests of Russian citizens,
  • the formation of a Transitional Government by the forces that liberated the country from the tyranny of the Chekists,
  • changing the electoral legislation and carrying out full-scale lustration, organising free elections and convening the All-Russian Zemsky Sobor,
  • organising an international trial of Bolshevism and Chekism.

The Council is not a political party. According to Baron Wrangel’s precept, ‘the activity of the Council must take place outside the isolated harassment of party formations’, in the name of saving the living forces for the final struggle for the liberation of Russia and future work aimed at restoring economic life and state order in it’.

To co-ordinate the work of the Council, a Secretariat of the Council is being established with headquarters in Germany. The Council also intends to get in contact with international and national, state and public organisations in order to assist the civil resistance in the Russian Federation, to carry out wide organisational and informational and educational activities, to protect the interests of Russia and its citizens.

We call for the participation in the Council’s activities of delegations and representatives of associations, compatriots and unions that share the goals of the Council.

In the words of Admiral Kolchak: ‘We are waging a deadly struggle with Bolshevism, which cannot end with a treaty or agreement, for in this struggle we are defending our Motherland against INTERNATIONALism, freedom against tyranny, and culture against isolation. In this struggle we have no honest opponents: there are gangs of robbers led by international scum, against us there are no honest ways of fighting: there is torture of the innocent, violence against the defenceless and universal plunder. AND THERE IS NO ESCAPE FROM THE STRUGGLE AND ITS CONSEQUENCES UNTIL THE ENEMY IS DESTROYED. Throw off the shameful chains of indifference to the fate of the Motherland!’
